Iran is ready to reinitiate atomic discussions with the United States as long as it is treated with "dignity" and "honor", Tehran's top diplomat has announced.

The Iranian diplomat said only diplomacy worked, and revealed fresh requests had been made by intermediaries to reopen talks with the Trump administration. He said Iran did not have undeclared nuclear sites, and Iran was not yet able to permit the UN nuclear inspectorate to visit bombed nuclear sites for security reasons.

Navigating a Difficult Course

The foreign minister is walking a difficult path since Iran does not want be perceived to be proceeding from a stance of weakness, and he consistently maintained that Iran had arisen more resilient in military terms and mentally from the coordinated strike on its nuclear sites in June.

He was talking at a security conference in Tehran where he reiterated that Iran had "an inalienable right to refine atomic fuel within its borders that it will never give up" – the primary cause of the impasse in the previous talks.

Previous Discussions Unexpectedly Concluded

The previous five rounds of talks between the United States and Iran were brought to an abrupt and acrimonious conclusion on 12 June when Israel, with American backing, attacked Tehran's atomic facilities in a 12-day war that concluded with the US president declaring the sites had been destroyed. Subsequently, Western states used their privilege to reinstate UN-wide sanctions, but Iran asserts they have not had a substantial consequence.

Perfect Agreement Offered

Tehran representatives said they felt they had achieved a "magic solution" to the nuclear fuel concern in previous talks, when it was settled an domestic cooperative with Washington's engagement could refine atomic fuel. Each party would have been able to assert triumph since home-based processing would have persisted and the US could be certain that Iran's nuclear programme was entirely non-military.

It had not been decided in the discussions that Washington's technical specialists could work on Iranian soil, but that was a reasonable assumption of the cooperative offer. Diplomats asserted on multiple occasions they had reached agreement with Trump's special envoy the US official only for the agreement to collapse due to "opponents in the US".

Present Position

Iranian officials stated the cooperative arrangement was now off the table, but it seems quite possible the offer could be revived in some form if discussions restart.

Negotiating Stance

In his speech to the forum, intended to portray the US as a hegemonic power that misuses the notion of international law, the foreign minister stated the fortnight-long engagement showed the clash could not be ended by armed force. He stated the attacks started with a American requirement for an unconditional Iranian surrender and culminated with an unconditional call for a ceasefire.

Iran is assured the first strikes by Israel were mounted with complete American awareness and cooperation, making trust hard to restore.

Dialogue Continues the Ultimate Resolution

The foreign minister stated: "Tehran was not the one that had deserted diplomacy; it was America and the Western nations that had always sought to impose their will during the negotiations. Dialogue can still be alive and continues the final solution to resolve disagreements, but its standards, regulations and principles must be followed."

"In case they speak to the Iranian people with the language of dignity and honor, they will get a reply in the equivalent approach."

Repair and Recovery

In what is characterized by Tehran representatives as the conflict of repair and reconstruction, Araghchi stated he was confident Iran's military capacities "are much stronger than preceding 13 or 14 June of this year. Our entire military infrastructure have been reestablished. We gained many lessons from this war; we have come to know our own weaknesses and the weaknesses of the enemy."

He added: "We successfully passed this engagement. Our atomic expertise, which they planned to destroy, continues to exist. The sites and machinery, if eliminated, will be rebuilt; what is essential is the will of the Iranian people and then the social solidarity that they sought to undermine, but failed to shatter. The citizens of Tehran have developed more powerful, more cohesive, and more endorsing of the leadership and the state in the aftermath of this attack."
